Phase 1: Briefing

The Ministry for the Environment, Nature Conservation and Transport of North Rhine-Westphalia (MUNV) wanted to provide information about its current work in a regular video series. Minister Oliver Krischer provides a monthly update on what has already been achieved politically, what the ministry is currently working on and what the next political projects are. A total of six 2.5-minute videos were to be produced for the website and YouTube channel, as well as excerpts of the videos for the ministry's other social media channels.

Phase 2: Conception

Our approach was to convey the ministry's thematically very different fields of activity in an approachable, contemporary, entertaining and visually appealing way, while presenting them in a standardised form and with a serial character. We wanted to achieve this through recurring graphic and design elements: An opener, graphic overlays in a uniform style and catchy and consistent music that helps to make the series recognisable. In terms of content, each episode follows three key questions that remain the same throughout the series: What's new? How is NRW moving? What is currently in progress? Minister Oliver Krischer answers each of these questions, guiding viewers through the topic of each episode as an approachable, serious and competent protagonist. Our editor Carolin developed a detailed concept for each episode based on a briefing from the ministry.

Phase 3: Production

We scouted suitable locations on location for the various episodes. The filming took place over a period of six months on a total of five shooting days in the Ministry of the Environment's office building in Düsseldorf and the surrounding area and was realised by a team of directors, camera operators and camera assistants.

For the film production, we used a professional, digital 4K film camera with high-quality photo lenses. The higher resolution provided scope for image design in post-production, especially for the various social media image formats. We also had a second camera setup on site in the form of a smartphone, which provided a wider perspective and added variety to the web series.

We used a combination of public transport and electric mobility to transport the film equipment and film crew. The production process for all films was carried out with extensive consideration of social, economic and ecological sustainability. The film production was 100 per cent climate-neutral. This was ensured by our Green Film Consultant Sarah, who was specially trained for green film shoots and determined the CO₂ emissions for this film project and compiled a final report.

Phase 4: Post-production

Our editor Arda developed a blueprint for the first episode, whose content-related visual style and dynamic editing rhythm served as a template for all future episodes. The music for the opener, binder and the actual video was also used later for all subsequent episodes. The opener was animated with the help of the B-roll film footage shot. In addition, various graphic inserts such as text panels or newspaper articles, graphic separators and belly bands were designed and animated. Images of the Environment Minister at various local projects and video archive material were researched and inserted into the film to match the respective follow-up topic. The films were to be edited for various social media channels. Therefore, a 2.5-minute long version in 16:9 format was first created in the editing process, from which our editor Arda then created three short versions in 16:9 and 9:16. In addition, a total of seven graphic thumbnails with photos of the minister were created for all film versions. To ensure accessibility, all videos were provided with subtitles, which were baked into the film image or provided as an external subtitle file, depending on the social media platform.
